Public Spaces Protection Order Extension: Francis Jetty, Northampton

Overview

West Northamptonshire Council (WNC) is reviewing the Public Spaces Protection Order (PSPO) for Francis Jetty in Northampton and would like to hear your views.

The current PSPO was introduced on 11 April 2023 for three years and is due to end in April 2026. It has been successful in reducing anti-social behaviour, drug use, and criminal activity in Francis Jetty.

We are proposing to extend the PSPO for another three years, from 11 April 2026 to 10 April 2029.

What is a PSPO?

A PSPO allows councils to impose restrictions on the use of specific areas. A PSPO can deal with persistent and unreasonable nuisances and anti-social behaviour that has a detrimental effect on the quality of life for the local community in a particular area. They intend to help ensure that the public can use and enjoy public spaces and can help to make West Northamptonshire a better and safer place to live.

Francis Jetty is part of Northampton's historic pedestrian network, unfortunately over many years had been used as a place to conduct illicit activities, often after dark, away from the scrutiny of passing pedestrians and other capable guardians such as the police and wardens.

Under the Anti-social Behaviour, Crime and Policing Act (2014) Francis Jetty is gated for 24 hours a day, 7 days a week, with access to Kingswell Street available via alternative route

Renewal Proposal

Our proposal is to extend and renew the current Public Spaces Protection Order (PSPO) for Francis Jetty for a further three years. This will help continue to control anti-social behaviour by preventing pedestrian or wheeled access.

There will be no changes to the existing PSPO or the area it covers as shown on the map below. The map also shows the alternative routes that can be used.

What happens next?

We will review and consider all feedback from the consultation. A decision will then be made on whether to continue with extending the PSPO. If we go ahead, a draft PSPO will be prepared, advertised, and further public feedback will be gathered before making a final decision on extending the Order.
