Have your say on: Boughton and Moulton Proposed Highway Improvements
Overview
We are seeking your input to find the best solution for reducing traffic congestion and improving road safety in Boughton and Moulton before the new North-West Relief Road opens.
Introduction
The Northampton North-West Relief Road (NNWRR), which is currently under construction, will link the A428 Harlestone Road with the A5199 Welford Road. It will reduce congestion in the North-West of Northampton as well as improve links to major road networks.

The traffic modelling carried out by West Northamptonshire’s consultants has projected the impact of the NNWRR's construction for the year 2031. This modelling aligns with the planning conditions established during the approval process in 2019, under the references 19/00045/CCDFUL, DA/2019/0557, and N/2019/0840.
To complement our proposals for Boughton and Moulton and tackle congestion we will improve the junction of the A508 Harborough Road with A5076 Holly Lodge Drive, and open Sandy Lane to traffic.
We understand there may be concerns about how the Northampton North-West Relief Road (NNWRR) may impact local road networks particularly at peak times, as well as noise and air pollution. To address this, we have carefully explored highway options aimed at avoiding any potential negative effects on the communities of Boughton and Moulton.
We have looked at and evaluated different scenarios and measures, such as traffic calming and road closures, to find the most effective solutions for reducing traffic congestion and improving road safety in both areas.
Options being considered
The following details provide further information on the most suitable, effective and deliverable options, which we would now like you to let us know which is preferred in Boughton.
Additionally we will introduce a 20mph speed limit on all roads of Moulton and a new mini-roundabout at the junction of Overstone Road with Sandy Hill Lane. We are not asking for feedback on this Moulton based proposal.

Below is a summary of the proposed options in Boughton. More detailed information is available as part of this engagement exercise. The survey itself consists of 3 questions.
Option 1A: Boughton, speed cushions
- Roads included: Vyse Road, Church Street, Moulton Lane, Humfrey Lane, Howard Lane.
- Current road characteristics: 30mph speed limit in some parts.
- Proposal: Introduce a 20mph speed limit on all listed roads, along with speed cushions. Speed cushions are sustainable humps that are bolted on the road to reduce vehicle speed while allowing emergency vehicles to pass with minimal disruption and are safe for cyclists and motorcyclists.
Option 1B: Boughton, speed cushions and road markings
- Roads included: Vyse Road, Moulton Lane.
- Current road characteristics: 30mph speed limit in some parts.
- Proposal: Introduce a 20mph speed limit and speed cushions on Vyse Road and Moulton Lane only. Painted 20mph road markings will be added to other roads in Boughton village to encourage lower speed, without physical traffic calming. At the same time, we will repair some badly damaged sections of these roads before installing the cushions on Vyse Road and Moulton Lane.
Option 2: Boughton, Moulton Green
- Road affected: Moulton Lane (Off Moulton Green).
- Proposal: Permanently close Moulton Lane on its northern and western sides to through traffic. Bollards or barriers will be permanently installed to stop through traffic at all times. No additional traffic calming measures nor road repairs will take place in Boughton.

What happens next?
Your feedback will be directly used to help decide what measures are suitable and how they should be carried out to reduce the impact of traffic from the Northampton North-West Relief Road (NNWRR) on Boughton and Moulton village.
Once we have collected the results, we will present them to the Ward Members and Boughton Parish Council.
The next stage will be to organise an online formal public consultation for the necessary traffic regulation orders (TROs) as this is part of the legal process.
Depending on the received comments, we will make a final decision and share which option will be implemented in the coming few months. Once agreed, the final plan will be sent to the Planning Authority and put in place before the new road opens.
