Your thoughts on the future management of Council Homes
Overview
West Northamptonshire Council (WNC) is consulting on bringing social housing services currently run by Northamptonshire Partnership Homes (NPH) back under direct council control. This follows a review and new requirements under the Social Housing (Regulation) Act 2023, which increase local authorities' responsibility for their housing stock.
NPH is an Arm’s Length Management Organisation (ALMO) and has managed around 11,500 council homes since 2015. While the ALMO model was once widely used across the country to help housing development and improvement, many local authorities have since moved to bring housing management back in-house.
WNC's Cabinet (24 June 2025) approved an initial 'minded to' decision for a phased transfer over two years, with ongoing consultation of tenants and stakeholders to guide the final outcome.
This, along with an individual tenant and stakeholder consultation sees the first phase of the process.
