Overview

Kilsby Review Neighbourhood Development Plan 2021- 2029 Submission
Kilsby Parish Council and the Neighbourhood Plan Steering Group have now submitted their final version of the Kilsby Review Neighbourhood Development Plan.

As the local planning authority we are now required to undertake a consultation to provide an opportunity for all parties to comment on whether the submitted plan meets the basic conditions before it goes to examination. The basic conditions are that the plan;

• Must be appropriate having regard to National Policy
• Must contribute to the achievement of sustainable development
• Must be in general conformity with the strategic policies in the development plan for the local area
• Must be compatible with human rights requirements
• Must be compatible with EU obligations.

Please note that the current version of the plan is the version that will be submitted for examination.

The consultation commences on 28 January 2022 and will close at midnight on Friday11 March 2022.

What is the Kilsby Review Neighbourhood Plan?
The Kilsby Review Neighbourhood Development Plan (NDP) has been prepared to update the “made” Kilsby NDP 2016, following the adoption of the Settlements and Countryside Local Plan (Part 2) for Daventry District in 2020 and the most recent revision of the National Planning Policy Framework (NPPF) in 2021. It also takes into account changes in the neighbourhood area and up-to-date housing needs and heritage evidence. The Parish Council also took the opportunity to develop design codes and propose new Local Green Spaces. 

When “made” or adopted, the Review NDP will replace the 2016 NDP as part of the development plan, which planning applications in that area will be assessed against. It is the view of Kilsby Parish Council that the changes are material, however, the appointed independent examiner will decide whether a referendum is needed.

How can I submit my comments?

You can submit your comments by:

• Taking the online survey by following the survey link below or 
• Emaling: planningpolicy.ddc@westnorthants.gov.uk or
• Writing to:  Kilsby Review Neighbourhood Plan, Local Strategy Daventry Area, West Northamptonshire Council, Lodge Road, Daventry, NN11 4FP

You can request to be notified of West Northamptonshire Council’s decision to adopt the plan once an examination and referendum have taken place. Please do so using the comment form.

What Happens Next?
Following the 6 week consultation period, we will collate the responses received and submit them to the independent examiner who will consider them as part of the examination of the plan. The timing of this is not yet known. As soon as it is, the website will be updated.
