Proposal 1: Using a partnership agreement (section 75 agreement)

The proposal:

The proposal: For West Northamptonshire Council to enter into a formal partnership agreement with Northamptonshire Healthcare NHS Foundation trust (NHFT), so that NHFT can deliver the 0-19 Universal Children’s Service from April 2025.

What are the possible benefits of the agreement?

We understand people want and deserve the best possible public services which protect and improve their health and wellbeing. We want to improve the health and wellbeing of children, young people and families who access services, and believe that the most effective approach for delivering this is through a partnership arrangement between West Northamptonshire Council and Northamptonshire Healthcare NHS Foundation Trust. From our research and previous engagement, we know the benefits could include:

  • More joined up health and social care services and support across for families and communities,
  • More stability for the service with a longer-term arrangement,
  • Better planning to meet local needs,
  • A shared vision of the partnership’s benefits,
  • Agreed goals for the partnership,
  • Making the best use of resources,
  • Streamlining services,
  • Learning from each other to improve services,
  • More flexible and responsive services for families.
