Traffic Regulation Order: Spring Boroughs, Northampton - Supporting information
Overview
Three Traffic Regulation Orders (TROs) are being proposed in the Spring Boroughs area of Northampton:
- SB01: Castle Hill / Chalk Lane
- SB02: Bath Street, Chalk Lane, Fort Place, Herbert Street, Little Cross Street, Lower Cross Street, Moat Place, Upper Cross Street and Spring Lane
- SB03: Crispin Street

SB01 (Castle Hill / Chalk Lane)

Proposal:
Remove bollards, the build out and a section of yellow line (shown above) to create parking for three cars with restrictions as follows: “Permit Holders [G] or parking for up to 2 hours – no return within 1 hour - between the hours of 8am and 6pm. Permit Holders [G] only at all other times”.
Justification:
Cars already access this space by driving over the pavement and the grass outside of the church. If approved, the proposal would provide access to legitimate parking spaces, meeting the needs of residents as well as visitors to the church.
SB02 (Bath Street, Chalk Lane, Fort Place, Herbert Street, Little Cross Street, Lower Cross Street, Moat Place, Upper Cross Street and Spring Lane)

Proposal:
On each of the highlighted streets, amend the current “Permit Holder [G] only” restrictions to: “Permit Holders [G] or parking for up to 2 hours – no return within 1 hour - between the hours of 8am and 6pm. Permit Holders [G] only at all other times”.
Justification:
Based on a recent survey, there are about 230 parking spaces in the area with only 65 available for use without a permit. This makes parking difficult for residents and visitors without a permit.
Short-term parking is needed near the shop on Little Cross Street, and on roads near to the school. At present, parking in these locations is permit-holder parking only.
Lower Bath Street and Scarletwell Street are an example of the above proposal working well in the area. The proposed combined parking would provide flexibility while preventing commuter parking associated with the train station and town centre.
SB03 (Crispin Street)

Proposal:
Introduce a combined parking restriction for “Permit Holders [G] and 2 hour parking – no return within 1 hour, 8am to 6pm”, in line with nearby streets and the proposal laid out in SB02.
Justification:
With no parking restrictions currently in place, the street is available to use by commuters or town centre workers. This could be better used by residents, professionals and people collecting school children. Introducing the proposal would also help to reduce unnecessary traffic in the area.
